Essex County, New York - Essex County, New York is still reeling from the aftermath of Tropical Storm Irene. Both the National Guard and the Army Corps of Engineers have been helping the ailing county.
Upper Jay, New York looks like a demolition site.
"My father has only had water one time in the house and it was only a few inches on the floor. And this time he had between four and a half and five feet," Storm victim Bill Trumbull said.
Outside Trumbull's parent's house you can see piles of debris and dust. A garage was moved across the street by the roaring Ausable River. And a house was in the middle of a field when it should be sitting nearly 600 feet away.
Flooding also demolished the historic Well's Memorial Library in Upper Jay which was built in 1906. The water soaked and destroyed nearly 50 percent of its collection as well as some archives.
"We had the records and sales receipts from an old general store that once stood in Upper Jay. Those are completely soaked through," Library Board President Marie-Anne Azar Ward said.
The town of Jay is still reeling from all of the destruction.
"I mean we lost all our youth facilities. We've lost all our roads, we've lost culverts, we've lost drainage. You know, the cost of everything right now to repair them is going to be in the millions of dollars," Town supervisor Randy Douglas said.
The budget for Jay is $2 million. For Essex County, it is $100 million. Both will likely need a lot of assistance.
FEMA representatives will be visiting the county next week.
