South Burlington, Vermont - Some business owners and developers in South Burlington are worried Wednesday, after the city council voted to slow expansion in the city for at least two years.
On Tuesday night, South Burlington's city council voted 3-2 for interim zoning. It means no one can develop new land or significantly expand existing commercial buildings for the next two years in South Burlington. That is, with a few exceptions: If the developer already has a permit to build, if the land is an industrial or technical park, or if the city council approves it after a public hearing.
"We were shocked," Developer Ralph DesLauriers said.
DesLauriers and his son are co-developing several acres of land for apartment buildings in South Burlington. They have permits for most of the land but not all of it.
"Our goal is to go out and build the three buildings we have permitted. And I guess just put on hold what we're going to do with the other parcels," DesLauriers said.
It is a frustrating outcome for DesLauriers finances but experts say, the implications are even worse for the city, Chittenden County, even the entire State of Vermont.
"It might just be that growth is just slower overall and businesses that would have located here go somewhere else, some other state. And so, it could have some pretty significant negative impacts," University of Vermont economics professor Art Woolf said.
DesLauriers claims that this move could cost South Burlington 500 to 1,000 jobs and nearly $3 to 4 million in tax revenue a year.
